I made some changes to this. I reduced the cost and size to make it a two drop, which white was somewhat lacking. I also made the effect a sacrifice effect as to keep with current common power standards.
Now for 1/1 (from for 3/1), ETB trigger changed to sac effect
The flavour is perfect; and this is more often useful to hose an opponents medium creature. Thumbs up from me.
Yeah, I like designing cards with too much tension, but I think they're usually a bad thing at common. But this is such a perfect flavour fit, I really like it.
Unfortunately, Aqueous Form says it's pretty weak to play this on your own creature, but maybe that's ok.

Feels green considering it's ridiculously undercosted. Also kinda breaks the mutant guidelines: Monstrosity 1-2 (or 3), "As long as ~ is monstrous..." effects.
Mending Touch saw some serious sideboard play in midrange decks, but it was still marginal. Could happily be , to be honest.
This is "Put a +1/+1 counter on creature you control" in the right deck, where that will be any deck you actually run this card. So this is better than Battlegrowth.
So yeah; needs upcosting a bit - it's combining two not-terrible staple green instants into a single charm.
Is regenerate a good card? Mending Touch sure doesn't think so. (Is Mending Touch a good card?)
Even so, there's still a significant problem with blue getting a 4/4 for 4 mana at anything less than rare. Is she meant to cost 6? Or be a 2/2 before Monstrosity?
This appears to be trying to be the common blue "Serpent" slot, but part of the requirements for that slot is that the creature can't attack unless some criterion is met. Usually that's the defender having an Island, as on Sea Monster/Floodchaser/Slipstream Serpent/Serpent of the Endless Sea, but there are lots of variations, often tied into a set-specific theme - Chained Throatseeker, Godhunter Octopus, Harbor Serpent, Ronom Serpent, Steelclad Serpent, and Whimwader.
Specifically, note that this is currently better in two ways than Harbor Serpent. This looks like it's inspired by Sealock Monster, but you got the wrong half of the islandwalk/islandhome pairing.
Ah okay then, do we want an off color activation cycle? I think it would be nice to have a enemy colored cycle to go with the ally colored trap cycle.

Odd that Monstrosity doesn't trigger Islandwalk. Was that the intent? Because a 5/5 unblockable for 6 is rather scary in common.
This is pretty damn huge for a blue common.
