I know your balancing this around Commander, but you should still make the lands legendary. A regular deck could be built with half of the lands being like this otherwise.
I don't know what your idea was here, but people already tend to build decks aroundRelentless Rats. Allowing tons of a card in a deck only encourages people to build a deck around it, as opposed to just having them in the deck.
hmm. That's a good point. I still think the space pirates should be black, because they don't much care about individual freedom and aren't very altruistic, even with themselves.
This card should be red or white, not black. "Cannot attack alone" is totally against black's philosophy, and is a lot closer to white's philosophy (The effect totally makes sense for troopers though). Pirates are all about freedom (red), not necessarily selfishness (black).
you could make an argument for them being black/white, they are organized and follow orders in order to promote themselves as a whole.

Eh; I could see pirates as selfish - they want the rewards and they're willing to do the horrible things (like attacking in a horde) to get it.
It is more of a red (cowardice) or white (preparedness) ability though, I agree.
