Why do you capitalize "Aquatic"? Isn't it supposed to be a supertype?
These are top-level bad ideas. Strictly better than a basic, but also unreliable and requiring a lot of book-keeping.
It's especially horrible to count correctly once ou have multiple permanents with tidal, because you might count seven aerial permanents versus six aquatic permanents, but actually two of those aerial permanents ought to flip since they are tidal.
That tracking complexity ought to be reduced big time!
Every aerial creature flies, and always is flying. For that reason, I've omitted flying from the set.
Did you know there was an actual whirlpool mechanic in magic? It was just a vertical cycle in Apocalypse, but I'll always remember it.
Does this mean the targeted creature will also be sacrificed? Or just die?
Yeah, I feel like rewording this might be necessary, but I also feel like maybe this wants to b ean Aura or increase the window to play the cards rather than do this weird dance?
Maybe sky counters on creatures aren't correct either. I don't actually get what they do on creatures thematically.
They soar, but they don't fly.
I did think about making non-creature tokens. Water tokens were to parallel Sky counters which exist on creatures and are thus subject to removal. I'm leaning towards keeping water tokens as creatures to make that parallel of being vulnerable to removal.
As for story, I a shark felt right for a 2/1 first strike for two. I added the ability just to give a water token maker for other aquatic cards.
Did I ever mention that you probably could get away to create these tokens like Food, Treasure, Blood etc. And reduce the rules text to "create a Water token"? Anyway, you forgot to mention that the token is a creature and accidentally capitalized "create".
Speaking of Blood, I could swear this card tells a better story creating Blood tokens.

Also it should be "Aura or Equipment card".
It is more common to use a triggered ability on "Whenever ~ attacks and isn't blocked". You would have to make it a replacement effect ("If ~ would deal combat damage") to time any later, and that would also require a reflexive triggered ability ("When you do").
So long story short... I think you mean this:
> Whenever Relic Caller attacks and isn't blocked, you may sacrifice it. If you do, return target Aura or Equipment card from your graveyard to your hand.
It's based on Overrun. Even with the restriction, I don't think it could be less than 2GG
These sky counters need to be quiet easy to accumulate to justify this cost.
