I can't believe you got me to point to Pale Moon as precedent to anything. You may also want to make this cost if you don't want to get run out of town. After all, it's only a little better than Evil Presence in some situations, and worse in others (swampwalking, casting a CC spell in a two color deck, etc...)

Ah but if you play this T1 you can't cast Snapcaster Mage as you will only have available and not , with the same going for all the other cards you mentioned as the is only for Instants/Sorceries

I did do a quick Gatherer search for 2cc Wizards, best according to community rating. Number one on the list? Spellstutter Sprite... which... yeah, that's one heck of a round one Force Spike. After that is Lighthouse Chronologist... which doesn't really work with the land. Okay 1/3, but nothing major. Scanning down the list, the only other real problem card is Stonybrook Banneret which... oh man... that's really, really good. Round one Magus of the Bazaar sounds a bit crazy, too. I'm quite sure there's more craziness after that, or in the 3cc slots, but those seems to be the contenders for "Nutso round one".
Hm. I'd say something about 2 casting cost wizards on round 2, but I'd be hard pressed to come up with a Wizard with a casting cost of . :)
On that subject, we rarely see cards that say "cost less to cast." I assume it's to stop craziness from happening, but you'd think some cards would break that rule on occasion.
Anyhow, I'd abuse the hell out of this card. I'm a big fan of Wizard tribal, and anything that let's me drop two Wizard Replicas on round 2 with 2 lands is awesome. Funny thing, though, is that the instant/sorcery thing now has become an annoyance, as opposed to the point of the card.
That's very elegant, which is a rarity for both nonbasic lands in and magic card generator cards. But it's worse than a basic island? People joke that island is the most powerful card, but I'm not sure we need a strictly worse version :) (More seriously, make this make two colours, or give it some upside, and it would be very attractive.)

I think the cost reduction should go on the first line.
Went with something different and added the last line. Felt that as it's a Wizard's Refuge it would be easier to "find" a Wizard thereabouts.
The two obvious versions are to make it do something good on etb; or to make the second ability give more than U.
