Why is this card red? Is there anything about it that lends itself to use in a red deck specifically, as opposed to free burn for all the other colors?
Well... 7/6 unblockable for 8 doesn't seem too large to me... it just doesn't seem very red. This is clearly blue or green's domain (though, I'm pretty sure blue wouldn't pull off that power and toughness at that cost... but maybe).
Wizards might end up printing this card if it was intentionally bad... dropping the power and toughness so that it wasn't playable except in draft. They don't really do much of that anymore because... well... only certain people appreciate bad cards, and those who hate bad cards really hate them.
The ability is much more green than red, however. It's also way too large. A 7/6 unblockable that can sometimes provide mana ramp is just ridiculous (aka what Wizards would print at rare).
Being blue, Uncommon seems fine to me. Not to dwell too much on this card, but it could also possibly go for , , or . I'd say something about the possibly of it instead being an instant at it's current cost, but I don't think you want to go that route. Though, I must say, if blue is going to discard a card, maybe it does do it at instant speed?... It's not like any color has a clear claim on instant speed discard. Wizards really doesn't like to use it (since you can force a lock with it and, well, cards like Mnemonic Alchemist I guess.), but on a rare occasion it does happen.

The only bad thing is I assume this was meant to be a madness enabler, and there aren't too many mountain cards that have madness...
You're opponent starts at 11 life and you start with 1 card in hand. Honestly, that seems fair.

This is how I'd cost this spell, by analogy with Divination, Mind Rot and Unhinge. Also by analogy with those, this could be common if you wanted.
In order to properly discard in this case, you would have to reveal your hand to prove that you do/don't have a noninstant, nonsorcery card.
Eh; that can't get you very many repetitions of it that way. Ship it.
