Hmm. Card advantage for 1 mana is more than you normally get. This is something like Divination or Mind Rot. It's actually most like Chittering Rats, with a 2/2 valued equivalently to a card. Either way, I think this should be 3 mana.
Funny thing. On first read, my mind switched out "target opponent" and replaced it with "You". I spent a small amount of time confused trying to come up with scenarios where I would want to draw a card in my hand again. ;)
But, yeah, I would say that this is sometimes stronger and sometimes weaker than Unhinge. Unhinge has never, to my knowledge, though, been a tournament staple. I'll let you do what you want with that knowledge.
Oooh, that WOULD be a fun card. Not a sorcery though - because as an instant, it would enable saving a miracle for later. (And trigger "When you draw" I guess...)

Still cheaper than I'd make it, but probably won't cause problems unless there's something like a Delver of Secrets in the block.
Now is it good? I'm sorta worried about Mnemonic Alchemist breaking it.
Eh; that can't get you very many repetitions of it that way. Ship it.
This is how I'd cost this spell, by analogy with Divination, Mind Rot and Unhinge. Also by analogy with those, this could be common if you wanted.
Being blue, Uncommon seems fine to me. Not to dwell too much on this card, but it could also possibly go for
, 
, or 
. I'd say something about the possibly of it instead being an instant at it's current cost, but I don't think you want to go that route. Though, I must say, if blue is going to discard a card, maybe it does do it at instant speed?... It's not like any color has a clear claim on instant speed discard. Wizards really doesn't like to use it (since you can force a lock with it and, well, cards like Mnemonic Alchemist I guess.), but on a rare occasion it does happen.
