Kinda stylish; but unlikely to actually do very much, usually.
It's intended as a multiplayer card, and there it may be useful
Well, not really; unless every other player co-operates, you're unlikely to be able to deprive anyone of a colour.
I guess it makes the best lands more evenly shared?
Vedalken Plotter gets love, despite the fact that his ability 'doesn't do anything'. If your opponent has broken lands, or man-lands, this card takes some of them away, and gives your opponent Half-a-Blood Moon. I do think, though, that not many people will get it. That might be okay, assuming there aren't too many cards like this kicking around.
Fair enough. Stealing one evil land for relatively cheap seems more reasonable than probably stealing only one land for expensive though; eve though both are niche. And, of course, it also means you can't have evil lands either; since your opponents get second choice, where the plotter gives you both choices. Ah well, I'm sure someone will find a use for it.
I sacrifice Abandoned Outpost, activate Rainbow Vale, Undiscovered Paradise and use the last depletion counter on Sandstone Needle. Cast Communist Manifesto. Any responses? :D

It's big, it's silly, it's splashy; and half the time it doesn't help you in any way at all. It must be red!
