So I think this is a spell with two targets? The first of which gains double strike if it's aggressively statted, and the second of which can't block if it's defensively statted?
As written this is blue, but perhaps you could transform it into something like Miming Slime. Of course, Spitting Image says that this could possibly be stretched into green.
While I like this, I think this ability is blue. I still want it to make tokens, but I want something a little more unique than a rhino or other creature. Hmm. Would beasts with a p/t equal to creature with the highest p/t be okay?

It's supposed to be one creature and depending on that creature's power-toughness ratio determines the effect.
This is really fiddly and hard to understand.
