"Whenever any player would draw a card, instead all players draw a card." and rely on the "Can't replace again" stuff?
Anyhow. Kinda explosive in multiplayer; terrifying card-advantage if you've got some way it out at need; but also a fun "Hey, let's just drop this into play" symmetric thing like Howling Mine? Great rare.
Heh. "The player with the smallest library loses the game." Perhaps "each other player exiles the top card of their library face down, then puts the exiled card into their hand"?
If only MtG supported the "attack" as a cost. And yes, this is pretty nifty. The timing will often annoy the player using it though; they're often going to miss out on finishing off a creature with it because of having to choose the bolt target before they choose to block.
Which is a shame; but you can't be TOO good, I guess.
Hmm. Extra Arms, for more damage and cheaper, but at a very steep card-disadvantage cost. Alternatively: Turn any instant or sorcery in your hand into a Lightning Bolt with cost "Enchanted creature attacks". Which is pretty cool.

With this wording I think this would trigger again on its resolution creating a loop till someone looses because he can't draw.
It misses the "Enchant creature" line.
