Is this too good? Compare with Myr Turbine and Myr Matrix. It'll typically make more than 2 tokens per activation, so you're getting more for your mana than with Myr Matrix. But this devours library as well, and can't be used twice a turn, and doesn't pump your other creatures.

Not sure about this.
I'm slightly worried about how good this is late game. It's an awesome topdeck on Turn 8, which is unusual in a one-drop common. At that point it's close to Hydrogen Blimp. Maybe I should limit the ability somehow.
I'd like to make the cost increase gradually: something like pay (1) to get it to 1/1, then (2) to get to 2/1, (3) to get to 3/1 etc. But the template for that is pretty horrible. It's something like:
> (1)(X): ~ gets +1/+0 UEOT. X is ~'s power. Activate this ability only as a sorcery.

Man, it's hard to design common equipment. If you give a power boost of 2 or more, it's pretty much always automatically uncommon (I suspect Inertial Bludgeon should change). If you give no power boost at all, it's rather hard to make it exciting or worth playing.
This is somewhat comparable to Strider Harness, Bladed Pinions, and M12's Swiftfoot Boots.
Note that both this and CA20 Pneumatic Syringes grant first strike.
Similar to Sign in Blood. Also similar to Recover: (1) cheaper but costing 2 life instead.

This name is rather bad - it's a bit like "Angry Rage" or "Quiet Peacefulness".
Hahaha, fun idea :) Yeah, sure, if you go to eternal formats then there'll be lots of things you can do with it. But at that point you've got options like Phyrexian Arena, Dark Confidant, and indeed Necropotence, which I don't think this can compete with.
Might I suggest Glasses of Urza?
Doing an exhaustive search, Standard has the following:
Bazaar Trader is a goofy little combo, but absolutely duff on its own; similarly Grindclock, Shriekhorn, Soul Conduit and Trigon of Mending. Bleak Coven Vampires and Bloodrite Invoker mean you're passing up the opportunity to drain the opponent (although they're quite good if you put this card on the opponent). Cosi's Ravager is quite painful but not bad. Etched Monstrosity is a oneoff and pretty difficult to use. Hagra Diabolist is okay since you can target yourself and choose not to make yourself lose life. Hedron Crab is okay. Nihil Spellbomb is okay with this but pretty awful otherwise.
Things that are actually good with it: Blue Sun's Zenith, Gitaxian Probe, Jace Beleren, Reckless Scholar, Scrib Nibblers.
Things that are completely bonkers with this card: Vengeful Archon, Jace's Erasure. But you'll kill yourself before you draw your deck.
Patrik: Really? How many effects actually target a player? You say "Just think of all the card draw for this card" - I'm trying, and not finding much. This is just as hard to use as Dormant Gomazoa. There aren't many spells that you'd want to use to target yourself, especially not in black, certainly not in Standard. Cry of Contrition?
This card is way to insane. Just think of all the card draw for this card, it's a static sign in blood, i think the cost must be increased tbh. Too much card advantage. And should probably be rare.
Oh, yes, you're right. Comparisons to Hypnotic Specter, made me assume it was flying. Much better.
