Absolutely- this is a fine example of a class of uncommon cards - the "build around". Cards that influence how you build a deck in draft, pulling you towards one of the sets themes (in this case, soldiers).
Such cards need to be uncommon; so that they show up; and need to have lord-like effects, so as to encourage getting whatever they go well with.
Hopefully your other soldiers also synergise into a nice theme of some kind. If your set were to give white a combat mechanic; it should probbaly grant that instead of first strike; but first strike is fine.
This is potent, no doubting that. But not overly so.

Yup. Limited bomb. I think might need to be rare at that case... Maybe I will remove the additional counter and put this guy's power up 1.

Pretty damn solid "Build around me" uncommon. This just screams "Pick me, then draft every soldier you see"
