It would be kinda cool if the Damnation effect was the "Nothing" and the "All" effect raise a lot of creatures from the graveyard.
Right now this choice and the choice on Justice of the Damned are really similar in concept.

is a single blue - the second one isn't blue, it's generic.
You know how modal spells/abilities work? Because this doesn't work based on timing alone. I assume you could make the modal part a triggered ability.
And the second ability seems kind of unconnected to the spell overall.
In addition to Waterspout Caller?

Is this supposed to be a triggered ability or a static ability defining a replacement effect? It makes a big difference whether you get the main effect or replace it.
Why isn't this a Cleric.
If this is the pay-off of all the glued on life gain at common is, then maybe not having the life gain theme would be better. White is full of options and right now the life gain theme feels really forced.
Why can't the effect be something in-color e. g. Ajani's Pridemate or Serene Steward? Even 1/1 tokens and global/temporary pump.
Look! It's an uncommon.
Splitting up damage is already plenty of choice - does it need a second option? Red already has far too many choices between far too may similar options. "Choose - tokens or damage; - counters or damage; shatter or damage; damage or damage."
You have all of those choices and at least half of them twice. A side effect of the "choose one"-template maybe?
The cards really blur into each other. That's something you really need to be aware of.,
Shouldn't a lizard be a Lizard? If you don't want it to be a Lizard, maybe call it something else?
It's not necessarily graveyard hate - it's a way to recover cards and manipulate your library contents. That's probably why it shuffles the cards in rather than putting them simply at the bottom.
Putting cards at the bottom would be my suggestion if this is primary graveyard hate.
(Also remember not to use colons on abilities that aren't activated - just check how actual modal effects are worded.)
Yeah, this would be a lot safer at uncommon+ rarities.
That second option is kind of questionable because repeated shuffling gets annoying really fast. I've never felt that targeted graveyard hate fits well into blue's color pie.
