Yeah, this would be a lot safer at uncommon+ rarities.

That second option is kind of questionable because repeated shuffling gets annoying really fast. I've never felt that targeted graveyard hate fits well into blue's color pie.

It's not necessarily graveyard hate - it's a way to recover cards and manipulate your library contents. That's probably why it shuffles the cards in rather than putting them simply at the bottom.

Putting cards at the bottom would be my suggestion if this is primary graveyard hate.

(Also remember not to use colons on abilities that aren't activated - just check how actual modal effects are worded.)
