It's a flat improvement on Clone even at X=, but adding 1 scry isn't too problematic. Except; uh, instant? You sure about that? That's quite an upgrade.
X=, this now costs 7. Not very aspirational; and larger numbers pretty much require an infinite mana engine. While kinda a funny finisher for such; seems niche.
So oddly, you've got what looks like it wants to be an aspirational card; that is actually just a powerful (insta-clone!) card in disguise. How odd.
It needs some work for sure. I was thinking of trying to make a fixed Fastbond type card (sort of like Glimpse of Nature.)
To note I was trying to design this so that the number of extra lands you can play in a turn gained from this card is capped before you get the card draw from lands you play so 53 lands and this plus a combo shouldn't do much at the moment, I think.

Uh; that's an unconditional hard counter that's splashable. And with a (very specific situation) upside? Not gonna fly. (Even assuming you change it to 'that you control' it's still Counterspell and Gift in a single card)
It seems at least a bit stronger than it needs to be.
Um; this is "Ok, I put my deck into play; win" with certain some-what abusive lands. Even without, it is "Ok, I have a 7-card perfectly crafted combo deck, and 53 lands in play.
So while a reasonable seeming idea, it's an unprintable power level as is.
SecretInfiltrator, I don't think you understand how color pie works on a fundamental level. For the most part, colorless can do anything. There is a difference between a mono-blue deck having access to something blue can't do (which is totally fine), and having a blue spell do something blue can't do (not fine) There are plenty of cards that let you do burn without red mana: Staff of Nin Gut Shot Acorn Catapult Aeolipile Aetherflux Reservoir Ankh of Mishra Blazing Torch Fireforger's Puzzleknot Fodder Cannon Mage-Ring Responder Masticore Meteorite Molten-Tail Masticore Moonglove Extract Mortarpod
