, as did Fatestitcher while also acting like a Minister of Impediments. So no, I think that's okay. It'll certainly make it quite a bit stronger, sure, but not beyond what a 3-mana rare legend should be.

If you make the
ability "untap another target permanent" instead of just lands, then that'd be a lot more interesting for EDH. Why yes, I would like to draw a card while untapping my Arcanis the Omnipotent, or Thriss, Nantuko Primus.
Amusingly, of course, the toughness works against the main ability. Not that you'd really want to fetch for cmc 5.

I feel like many of my legends in this set seem boring. This one is okay, and it is cool that her ability works with the mana you have available. But when I think about using them for generals, I'm not that excited.

Well, it reduces it to a
countespell, providing you also have 
available.
Could it say "up to one target spell"? It'd be frustrating when you want to use this as a Vitalize but there's no suitable spell to target. In fact, the untap ability will rarely be any good as a trick, because when spells are being cast is usually not when you want to untap stuff.
Meh, Wizards got there before you with Dawntreader Elk, so it's fine.
I think that's fine. Demystify was obsolete the moment it was printed, to Erase and Wax // Wane; there's also Quiet Purity which is sortof-strictly-better as well.
I'm very tempted to remove the
from the last ability, and, yes, to remove the islandwash ability like Alex suggested.
