Reminds me of Chant of Vitu-Ghazi. I don't think I've seen "Draw cards equal to the damage prevented this way" before, though. Interesting.
Obsoletes Goblin Chariot, but that's fine. Good delve common.
Hmm. Much rather have a Chrome Mox early game, but this can be played without the exile which that can't. When played untapped it's straight card disadvantage, which would be somewhat unpopular. I'd probably use it as a Coastal Tower 90% of the time, but I guess it's always nice to have the option.

I like this sort of ability, but it should be used sparingly. It eliminates the inherent card disadvantage of Auras. Wording-wise, what about:
"Enchant ~thing~
Transpose ~cost~ (~cost~: Attach to target ~thing~. Transpose only as a sorcery.)"
For this card, ~thing~ is creature and ~cost~ is .
This seems more black to me, but I guess green and black overlap a little in graveyard recursion.
(Oh, also just noticed the "you control" line under enchant. I assume that was an accident. It, at least, doesn't make a lot of sense with this card, unless your set has a -1/-1 counter theme.)
You may want to think about sorcery speed for enchant. 20XX has taught me that even a minor amount of Stasis Cell like cards can really up the board complexity.
This mechanic would be best given some name other than "Enchant", because that's already got a meaning as a keyword mechanic - one that's already on this card, in fact.
But a cycle of cards with the mechanic from Detainment Spell / Kjeldoran Pride / Stasis Cell sounds like a fun thing.
