The activation cost of Torch Fiend stops it being as easily splashable; and stops it being used quite so early. If that's not really a concern, I say go for it. It's not a huge massive difference. But you are obsoleting a pretty good card, here; if only by a small amount.
(FWIW, your 3/1 first strike for 2R probably suffered from a) being in an extremely small set, smaller even than New Phyrexia, and thus way more common than the Legionnaire; b) being one of several common first strikers in red, so an army of them is more likely to dominate the ground; c) being playtested along with your wacky deathtouch-granting mythic. Porcelain Legionnaire is very, very good, but it's not broken.)

I'm going to guess you meant to say the ability should cost more.
Well, I'm also looking at the setting. In the whole set of Siluras, there's only one artifact, so the ability in a block setting doesn't mean much.

Only in the core set. In Dark Ascension it was common.

Reasonable by the standards of "Ok, I've copied this card, and depowered it THREE TIMES and it's still overpowered to the extent of being broken"?

At first this looks overpowered, but it might actually be reasonable, by the standards of Accorder Paladin and Porcelain Legionnaire.
