Funny thing is, I was thinking about this card and realized that it's a strong rare without the "counter target creature" part. Then I realized that that was Wydwen, the Biting Gale. That's a pretty good card... I seen people play with it, and this trumps that without countering.
Also, this is better than a cost enchantment that reads : Counter target spell. And that card is pretty damn strong.
I got to admit, I would play this card if it were a 1/1 with no way to return it to your hand. In fact, I'd consider it better than most four casting cost counterspells.
The Worm Harvest seems fair. Memory's Journey is clearly unfair here, and the fact that Scrapyard Salvo will get you there... Good job Mystic. I wouldn't have come up with this.
Making the most of cards like this is my specialty. The best win condition I can find that works with these constraints is Scrapyard Salvo; in case you don't have it in your hand when you drop this on turn 2, you can flash back Memory's Journey in your turn 3 upkeep to avoid milling out, and Riftstone Portal will ensure that the green flashback cost isn't a problem. Unfortunately, Riftstone Portal can't fix mana to red, and Memory's Journey shuffles the cards (otherwise you could stick Manamorphose on top of Scrapyard Salvo to guarantee that you draw them in the right order), so getting a consistent setup may take a few more turns yet.
Another option that does work with Riftstone Portal is Worm Harvest, but you may find yourself nursing your library size with a limited number of Memory's Journey (and possibly Krosan Reclamation) while you build up enough lands to drop or retrace the Harvest and attack through possible interference.
Hmm. Yeah, most Dredge wins are built around creatures: Narcomoeba and/or Flame-kin Zealot and/or Dread Return (which needs a creature card) etc. So I can't think of an immediate exploit.
I get the impression that there must be some deck that 'wins' if you put your library in your graveyard by turn two, and you don't have any creatures in your deck. I can't think of any, though. You know. Not counting Laboratory Maniac.
When I created this, in my head I was comparing it to Cryptic Command.
Increased the cost by
and lowered the stats.

This is too good. It shouldn't have better stats than Mystic Snake...

Not only putting Mystic Snake to shame, but Forbid too? Even for me, that's a bit much.
Reminds me of Rabid Elephant, although it's somewhat opposite.
Changed it from

Interesting card. Could be used to self-mill for a lot, in a deck designed to do it, but as long as this set isn't Innistrad that should be okay.
