No idea what a fair cost for this is -- it's fiddly to get to work, and any fair cost feels overcosted, but repeatable ping-for-2 is really strong.

But I like the idea of a wizard creatures are afraid to tangle with.

Hee. Nice second ability. I wouldn't have expected Power Play to be the first Conspiracy to get a Legacy-legal printing, but I guess it's not impossible.

The first ability... I don't think it does much. I don't think it counteracts Scarwood Treefolk, for example. Would you be happy with "Whenever a creature ETBs under your control, untap that creature"?

Alex: That's what I balanced the card around! You only get one permanent, but it comes with a cantrip as compensation for that.

Brand at instant speed makes a lot of sense, yep.

...Huh, I thought Brand was a sorcery :) This still works though - you get the cantrip even if you user the effect, but you can't use this to Reclaim multiple things at once.

Good point. I tried to search. All the examples I found weren't repeatable so I upped the requirements a bit, but it seemed I just missed them.

Hm. Seems a bit underpowered. Compare Rag Dealer/Carrion Beetles (costs 1 more to activate, but zaps three cards with no restriction, and is cheaper to cast), or at higher rarities Thraben Heretic or Deathrite Shaman.

Perhaps something like:
