I raised the cost because there's a bunch of you lose the game spells (Pacts anyone?) which made me tack on the cantrip but I don't think this could be printed at all.

Anyway, I think that the change targets text would mean you could assign targets only open to your opponent (Like if you wanted to duress yourself for some reason.
