Might be cute if you can name it to reference Library of Leng somehow, since it partially inverts it.

That's very limited. If you wanted to go that path, just "Players cannot draw more than one card a turn" would do it. But it's still a sideboard-sledgehammer for a meta that is out of control.
What's the aim behind this card? Maybe we're going about this the wrong way?
Since there's mechanics that empty out a player's hand (WIldmight and Wishpowered) I made Hidden Scroll so a player can get a card when they're hellbent. I still had artifact slots, and I thought I could make a card to punish greedy hands.
So you activate this in response to the player with seven cards in hand casting Tolarian Winds? Otherwise this is just the most ineffective way to punish a player for having a full hand since just countering them going from seven cards to ten cards is less likely to happen.

While I like nasty, I'm at an uncommon slot, so I'm not sure how nasty I can get. I think preventing or negating the draw is more the style of punishment I'm looking for.
Well, Black Vise suggests you can be pretty darn nasty :)
How about negate the draw unless they pay life to bypass? That avoids the lockdown issue, and you can safely make the life-cost pretty steep to make it actually matter, since it's a very narrow circumstance that triggers it.
And, well, if someone really is stuck in complete manascrew turn 3 - might just be best to put them out of their misery?
Followed SecretInfiltrator and Vitenka's suggestions and punished via life loss. 3 seemed painful enough.
So now this is stupidly expensive; stupidly narrow; doesn't prevent the first draw; and barely punishes? Wow, it's a junk-rare at uncommon :)
I guess it doesn't have the 7-card hoop any more, and it will do the job of shutting down "Go infinite and draw my deck" decks. So maybe it's a sideboardable rare? It still feels like a huge sledgehammer to crush a metagame that's out of control in that particular direction.
