The mechanic seems a little strong in limited, especially when it's on decent removal (As much as Shock is decent removal nowadays...). Might be a little more managable if it was Flame Jab or you had to discard a card for it (like Flame Jab), but this seems like a poor card to put this on if the overlearn cost isn't at least like 6+ mana or something.
