My opinion of this card varies a little depending on the intent. Card creators use "become revealed" in different ways. Would this "become revealed from your hand" as you discard it or move it to another public zone? Or does this refer exclusively to effects using the phrase "reveal"?
Either way this needs the respective reminder text.
How would you word such reminder text?
It is intended to trigger on effects using the "referral" action.
Reminder text seems tricky - maybe something that makes certain that the card is not moving to a public zone? "(The revealed card must still be in your hand or library.)"?
As a separate side note: I think I remember this being a talking point in the Great Designer Search 2 (but I could be wrong. So long ago.) The overarching problem is that you can, theoretically, reveal any card in your hand at any time, for any reason. I presume that's in the rulebook to deal with the occasional accident (especially when trying to cast a spell when you can't) but it also makes it so that more casual players don't get randomly disqualified for being a bit more loose with their game.
I still think this is doable, though. It's definitely a wording thing. Maybe something like "When a spell or ability reveals Portend..." works? Not sure.
