Some bonus for primal creatures you control would be a more obvious primal-tribal implementation.

Yep. When introducing a new concept you always will want to show it from its most positive side. While being primal is in general better in a set with this, this example card doesn't make you think about how cool it is to have primal creatures, but how uncool your creature becomes when your opponent has primal creatures.

Psychologically better would be something like "Whenever ~ attacks, if a primal creature is attacking, tap target creature the defending player controls" etc.
