Seems too strong, especially in a set that can also tap it for Chants.
That first effect has been printed at U alone (although considered a poor card).
The second effect has been printed several times at 2U alone (although again considered a poor card).
Since the 2nd effect has a very minor limitation, stapling them together should give you a cost of 2U at common, or 1U if you wanted to be truly groundbreaking. But factoring in the chant synergy, this needs to be at least 2U. No doubt.
If you look through the set you see that the actually big threats you would want to stop from untapping are not Elves (Child of Melkor, Sapphire-Winged Herald, Valinorian Mûmak, etc). Most of the elves have 1 to 3 power, which the -3/-0 effect already covers over. So I wouldn't say that the limitation is minor at all.
Chanting is an issue, but perhaps more so on the fact that it's easy to forget you can also tap this when it's enchanting some dude an opponent controls - or even that Auras can be used to chant.
