Lowered mana cost by 1 to match Waste Not.
I don't think we should be just "reprinting" cards like this at rare. This is the rarity to do exciting things which show off what the sets about. Taking Waste Not and just switching discard for cycling is just, eh. The idea behind this card is fine, I just dont think it should do pretty much the same thing. Its the same with a few other cards we have at the higher rarities.
What about if I change the first part to direct damage, like 2 damage? Or 2 damage based on cycling instants/sorceries?
Maybe it can make 1/1 red Elementals (kind of like Young Pyromancer and cards like that). The 2 damage on noncreature, nonlands seems good. Not sure on adding mana when you cycle lands, we only have 1 land currently that you can cycle and I'm pretty sure we're not getting anymore.
Changed last part to deal 2 damage instead of draw a card. Got rid of land part. Kept 1st line the same for moment.
Using cycling instants/sorceries for red mana kind of feels right to me. Then just 2 damage for nonland permanents. I kind of am not fond of us doing much creature token creation in red with that being assigned to B/G for the set.
Cute variant of Waste Not, fitting for Reds archetypes mostly. However, I agree with TRicher that altering already existing rare cards is kind of a downer designwise.
