This esentailly Augur of Bolas. Don't know if I like that it puts the cards back on top of your library, but its something we could do.

Augur of Bolas would fit better into the set due to the "bottom of your library". Apart from the reveal, this card is not different enough to warrant its own card.

While not part of a full cycle, the other two cards along these lines would probably have to be changed to bottom of library too: see Emori Wanderer and Seeker of Enlightenment for land and enchantment versions respectively. I don't have a problem with that. But my only problem with doing an Augur of Bolas reprint is a flavor conflict with the set, since it references Bolas and is a merfolk. I might be more interested in keeping the green and white cards like this around for this set, though Augur of Bolas does fit the U/R instant/sorcery subtheme.

We shouldn't do an Augur of Bolas reprint, the card doesn't fit into the set. Maybe we can made change this to cost {1}{u}{u} and have it add all instant and sorcerys? Or change its power and toughness? Just tweak it so its not a functional reprint of Augur of Bolas.

If we want to keep it, maybe just change the CMC to be more color restrictive at {u}{u}? As a strictly better Augur of Bolas.
