Not based on any of the mechanics, but fits the Oltac theme (particularly the "false Oltac").

I don't think we have enough graveyard stuff going on to make this a good card for uncommon. It's much more suitable for rare.

To be honest, I don't think is very fitting in general for this set.

We don't have any mechanics that interact with the bottom of the library. The bottom of the library idea is something that at this stage should only be on a few one-off cards. It requires too much support to be anything more than that with out warranting becoming a major thing.
