Corrected wording '3'->'three' (life, damage, power and toughness are the only typical quantities expressed using numbers)
Its concentration just at instant speed, most of the time you can cast it during your turn as a con/harmonize or if you have unbound creatures untapping during your opponents turn then you can do it at instant. Considered making it sorcery and then saying it can be cast as an instant if you untapped a creature this turn. I would rather make this uncommon and replace it with a divination type effect at first.

Competitor for the cards draw slot with Card73501. Both play off unbound, question is small or large?
If we want "large sorceries" to be meaningful, maybe best to favor the larger one. Cards that let you not pay their mana cost also can potentially get OP.
