I'm not sure if land steal is okay at uncommon, it's pretty harsh, even with leaves the battlefield clause. Rare should be appropriate though.
This seems like a weird Avalanche Riders to me. Could we just cut this and move the 2 drop down to uncommon?
The old red precedent for this, at uncommon as permanent land steal, is Conquer at 5 CMC. I feel like that's overcosted. 4 CMC in blue with Annex is the next precedent. This is on a body though, so it is pushed even with it being theoretically temporary. I originally had it at 3 CMC but that's probably OP.
