It's a bit counterintuitive that the cost increase ability doesn't make the Chroma ability more effective.

Well, there wasn't any other way to word it to account for the extra {r}, since it's not actually in the spell's casting cost. The "1 plus the number of symbols" wording is so that at least the the numbers match up -- the "X" in "+X/+0" will always be the same as the amount of {r} you're required to pay. I couldn't think of a way to get it closer than that.

I realize that. It's still an awkward combination of abilities that will make some players stop and say, "huh?"

I quite like the first ability, though. I feel like it could stand on its own.

Yeah, you're probably right. It just felt to me like there should be something more than just the first ability...
