Seems cruel.
Seems considerably better than Zuran Enchanter/Vodalian Hypnotist... and I'm having a hard time thinking any Magic creature has been cheaper than those at what they do. Oh, wait, Cabal Interrogator and Nezumi Shortfang are strictly better (minus cosmetic reasons). Also note: Scepter of Fugue.
Considering the precedents, I'd say some cost needs to be bumped up. This does, after all, completely shut down a control deck, and is pretty much game over for a draw-go deck if it hits the table on your round two before your opponent even gets a round 2.
Fair enough, plus, it is an uncommon. What would the theoretically better cost be, and would you increase or change the activation cost?
I'm not sure. It seems to me that the 'fun' of this card is being able to activate it multiple times. That also seriously cuts into the power of using random... if it's just going to smash your opponent's hand to bits in three turns, it doesn't matter much which cards go first.
I think I'd increase the cost to
(and leave the activation alone) as a bare minimum pushed card. It's still a wrecking ball against the right decks at that cost. In fact, I think 
is the fair cost... but fair isn't exciting. Mostly, I presume, this would need to be played to figure out what the best cost is. I should also point out that what's fair for Standard maybe OP in EDH. Kind of depends on who you're designing for.
Here's another way to look at this card. I know Treasure Trove has fallen out of favor nowadays, but this card makes the comparison ridiculous. Still, if Trove dropped its activation to
, I think many players would suddenly be very interested.
Also, random discard makes this better and less fun, which is unnecessary. I recommend cutting that.

And taking out the Random part seems like a good idea.
