Simple but very potent. Seems quite pushed, no?

Very. I do quite like it, but if it seems problemetic You might want to bump it to Uncommon or lose First strike.

Perhaps it could have Haste, so if there's an opening you can trigger raid on your other things, but if there's not, you still shock the opponent.

Maybe that's too weird, though.
