"Up to X" so that you can cast this against a single creature?
Can't you just have X = 0?
EDIT - I guess you can't, because the card wouldn't be able to determine who sacrifices a creature.

Maybe? I mean, it's usually "Destroy target creature, for if they control 2 creatures and a more mana if they control more." Sacrifice instead of destroy is worth something; but not that much.
Admittedly; black only seems to get good creature kill at high rarities now.
In multiplayer; it's "Each opponent sacrifices a creature". Which.. huh. Liliana's Triumph. It only costs . So maybe this can even be a bit cheaper.
