I feel like the base cost could be
less? But I'm no expert.
I think Wizards have steered clear of flashback effects that are completely different. The closest they've come is clearly related effects like Increasing Devotion.
I think this would be better as:
Instant,
, Exile Avacyn's Decree from your graveyard: ~ deals 4 damage to each creature.
Creatures you control gain protection from the color of your choice until end of turn.
That's both simpler and less confusing. You miss out on the "cast a spell" triggers (and the flashback synergies, not that anyone played Altar of the Lost) but I think it's worth moving away from flashback here.
It's for a challenge with these requirements:
The card has flashback
The card isn't a DFC
The card's flashback cost doesn't share any colors with its mana cost.
CMC three or less
So find an effect that can be done in two colours, like Momentary Blink or Thrill of the Hunt or Ray of Revelation or Rally the Peasants or Forbidden Alchemy... Don't break the identity of flashback for no reason.
