Just going purely off of the flavor that permanent objects are not 'thoughts'. An enchantment is often more of an idea, so I counted it as a 'thought'. The cost is based off of Scatter Arc.
Also, aren't we missing a slot for a second counterspell at common?

This seems really good. Situationally better than negate, but drawing a card is real legit
This is strong, but Scatter Arc hits artifacts and those are a little more prevalent in this format, so I think it might end up fair. Still, it's definitely pushed for a common.
The difference between 3 and 4 is massive for counterspells, unless your name is X Command.

This seems rather convoluted for a common, which would be fine if it had some role to play in the set (which it doesn't, as far as I can tell, other than being a bad counterspell). Considering there are 3 counter spells at common, I think it should make room for something else.
Mhm, this is true. We've increasingly been seeing formats where the only universal hard counters aren't at common, so I think I agree. I'll slide it out of the skeleton for now, and bump it up to uncommon.
