The plus one is great. The ultimate while interesting, makes actually using the clues a feel bad and without other clue sources won't do anything by itself. The -0 ability seems to be very strong as for no cost you can keep 2-4 creatures tapped down. I'd make the second ability an actual minus and let the ultimate give you emblem with "at the begging of your upkeep, investigate, then if you control six or more clues you win the game."

I'm fine with that suggestion for the -6, though it makes it similar to Tamiyo's Journal.
I would point out that the 0 ability only does something if the creatures are already tapped.
