Probably OP, but flavorful.

­Pandemonium restricted to only your creatures. Warstorm Surge, in fact. (Well, CMC instead of power, but that's normally going to be at least as high if not higher, except in the case of tokens.) 5 mana does indeed seem to be pushing it. At 6 it'd be an interesting variation on Warstorm Surge.
