Poor opponents who try to play 1/1s...

And if you have 2 in your graveyard, it kills X/2s, etc. I considered making this legendary for that reason... it's a ludicrously powerful effect that makes its own mana cost irrelevant, so I'm not entirely certain it's possible to balance it properly.

Yeah, I don't think this is really a fair card. If it only attached to your creatures, I think it would be better.

Yeah. Here's a new version that probably works better -- you need to play around it very carefully, but it can give you some decent upside if you do it right.
