Waffling about the cost
Hmm. My first thought is that this looks way too cheap. Whispers of the Muse with a huge discount on the buyback cost, or a chance of turning into Concentrate. Reminds me of Petals of Insight too.
But of course, it's basically Concentrate with a sortof drawback, so I guess it needs to be cheaper than Concentrate.

This isn't quite Concentrate with an upside. The main difference is that your opponent chooses whether or not you draw the extra cards.
Would this be more acceptable if it were "
Scry 2, an opponent chooses one?" Or some variant thereof?
You either draw three cards when you cast this, or you draw a card this turn and any turn you want for the rest of the game (until your opponent lets you draw three cards). Plus, you'll draw cards even if it's countered, discarded, or milled.
Oh, I like the version where it's not card draw more than once. Then there's a good balancing act.
Mm, I like the idea of a Scry 2 with auto-buyback. Compare Mystic Speculation and Crystal Ball. And I can see opponents getting fed up of the stream of card filtering and just opting to give you the 3 cards pretty quickly.
