It would probably be simpler for it to be a 4/2 that gets -X/-0 until end of combat when it gets blocked. It would read a lot more cleanly, at the very least.

Weird aside: Big Bully would be better against Primal Huntbeast. I don't think it's worth trying to protect yourself against every corner case, though...

The main use case for this card is probably to hit their blocker with a bunch of stuff like Hydrosurge or Protect // Serve, giving them a large negative power and thereby giving this a huge power boost. Then play Fling.

That is slightly different, but a lot shorter textwise. Sounds good!

The ability doesn't need to target. It doesn't even need to involve a choice (interesting if you take into account e. g. digital design):

With a name like "Big Bully," it's a shame its type isn't Minotaur.
