Hm, this seems worrying plausible given that I've never thought of it before. Extra attacks are usually rare, but restricted to a subset of creatures it seems maybe simple and non-swingy enough for common.

It's wordy though, any suggestions for paring it down?

Definitely not okay at common. This sort of effect is only printed once per block; no way it could be a keyword.
