Sliver Hive agrees too. Those three would all be worse than Cavern of Souls if they didn't have that third ability. This one technically wouldn't, but given that it's extremely parasitic it does need something in that spot too.
Alternate possibility: "spend this mana only to cast a Rebel creature spell"?

The "Revolt" ability was never relevant in the duel deck. It seems to be very overcosted. I would recommend either reducing the cost or not requiring the sacrifice for the ability.
I never drew this. I do believe instant speed revolt here is reasonable powerful.
Any time you would be able to activate it's ability, you would only be able to transform 1 or 2 creatures since you can revolt for free anyways with more. In a revolt deck, you will get revolt as you build your board. The only time you would need to sacrifice this is when you didn't have a board, which feels really bad.
We may want to consider having this make two 1/1 Citizen tokens or something of the like. It would effectively have this text anyways as well as help with a Revolution deck's empty board, which is a massive problem for decks that play this
The tapping of revolution isn't a light cost. There where multiple times I could of revolted during playtesting that I didn't due to not being worth the "shields down" moment.
True, but 6 mana, sac a land for "aggro" archetypes" is really steep. Most of the solitaire games I played revolution can start very early. Granted we were playing UG decks with minimal creature interaction, but revolutions seem hard to stop in limited.
I guess I saw this more as a 5 color more controlling revolt card. Especially for constructed where the tapping often just isn't viable.
Note that the 5 colorness already makes the a really good card and that the 3rd ability is just gravy in a lot of ways.
Also I like the idea of a token making land but think it could be a different card.

Probably? Would we want that? Developmentally, I think this is better suited at rare, especially since we added the dual taplands. (Someone should update their texts to the ETB add C)
Power level wise, sure, but then it becomes less of a card for constructed (casual or competetive) and more of something to consider in limited.

With Siv's Legacy and revolt being in fewer colors I'm gonna remove this from skeleton until we decide to change the the 3rd ability.
Based on recent comments, it sounds like we don't want this third ability.
Yeh this was supposed to be removed from the skeleton, though suggestions for a different 3rd ability would be great.
