The last ability should be an activated ability, like on Faerie Macabre: "Discard ~: target creature gets -1/-1 UEOT." If you want to really make it clear you could add "from your hand" before the colon.

What do you think of the mechanic ? The creatures are underpowered for their costs but that's because they keep coming back. Is it balanced or more work needed?

I think it's fair - it's like Reassembling Skeleton, so 1BB for a 1/1 flyer is about right. A deck full of them could get quite irritating - be sure to provide several anti-graveyard cards or exile cards in the set.
