Pretty much. Undercosted?

I don't know. COTV is best when it's hosing 0 or 1, obviously, but I think that's due to the stage of the game it affects as much as the cost. This might be fine.

Compare to Void and Nevermore? IMO this is going to be much better than Nevermore, since you don't need to know what's in your opponent's deck to call a number, and you're probably going to hit more cards too. And you can build around it. If you plan to call '4' in a meta-game, don't pack any fours (indirectly, this probably means that whatever casting cost this is set at will probably be the most commonly called number. If this costs three, it will probably be the only card in your deck that costs three.)

I'm guessing the 'correct' cost of this card is {3}{w}{w}. Even at five, it would have been an excellent answer to the Titan heavy Magic 2011 format. Maybe {2}{w}{w} or {1}{w}{w}{w}. I suppose it needs to be played, though, to see how crazy the card really is.

As a strange aside, this is one of the few cards where it would be better to have a number of strictly worse variants. Ideally, the card would work best if you had a 3-cost version as well as a 4-cost and 5-cost version in your deck. That way, when the 4-cost version calls 'four', you can still use the other copies.
