It's a bad common removal spell, like Flesh to Dust or Angelic Edict. It only removes small things, like Throttle or Arrow Storm. But it cantrips, which suddenly makes it rather better. This is no Annihilate, but it's not meant to be: this is meant as a common under modern design philosophy where common removal needs to be clunky. But this is going to be better than Ember Shot, and usually better than Zap.
