I'm pretty sure if this existed and targeted all enchantment, it would end up doing the same as Harmonic Sliver and end up played in decks that don't even use the mechanic (Sliver for HS, Shardmind for this.)

Hmm. Perhaps. If this is your only shardmind creature, though, it's worse than Reclamation Sage in multiple ways.
