Whee. Modifying how replacement effects work. I think this can work, based on the precedent of "this damage can't be prevented or redirected".
But what does it do? I think it hoses madness. It shuts down Library of Leng, not that anyone cares. If you've bounced someone's commander, I guess it lets you force them to discard it without letting them move it to the command zone?
I feel like you must have had some specific use case in mind for this, Link, but I can't figure out what it is. Give us a clue?
