Mashup of The Unspeakable and Corrupt Official

OK, trying Unspeakable Bureaucrat again, but based on the most interesting part of The Unspeakable, that it can be found with Sift Through Sands et al.

I wasn't sure quite what combination of hoops to jump through. Currently it's three: discard, blocked, and search. But I'm not sure if that should be easier or harder.

I applied an alternative cost of {1}{b} so it stays mostly in-colour. But OTOH, maybe it could just be "put onto the battlefield from your library" for free, since non-black doesn't give you a significant advantage in forcing the opponent to discard or to search your library.

Hee! Nice! And I think this even works spot on in the rules, thanks to Panglacial Wurm's trailblazing weirdness.

I prefer having the black cost, because otherwise I'd be worried about blue or red "each player draws-then-discards" effects followed by popping a Terramorphic Expanse.

Oh yes, I remember, I was going to change "creature you control was blocked this turn" to "black creature you control was blocked this turn" if I removed the mana cost. But I think the mana cost is still better. But I wish the text could be a bit shorter.
