Wow! That's a pretty intense burn per turn! Maybe a bit much? I guess it depends what the CC of the average nonland in your opponent's deck is...

But even if this were just "Haste. {t}: ~ deals 3 damage to target opponent.", that'd be very reasonable. This way it might hit for less, but it might hit for quite a lot more.
